1. Regulations.
The matches are played according to the rules of the "International
Football Association Board" of FIFA and the regulations of the K.N.V.B.
The tournament organizer has obtained the necessary permission to hold the
tournament from the K.N.V.B.
2. Arbitration.
The matches are led by referees affiliated with the K.N.V.B. At the
JO11, the matches are whistled by youth members of Be Quick '28. Each team
must make a person available as a linesman.
3. Teams.
Teams that have received the approval of their national football
association are eligible to participate in this tournament.
4. Team leader.
Each team must be supervised by a team leader over the age of 18.
His name, address and date of birth must be mentioned on the list of players.
The team leader is responsible for the behaviour of the players, both at the
sports complex and in other accommodations, that have been made available to
the participants.
5. Categories/Dispensation
U19. Players born on or after 01.01.2006
U17. Players born on or after 01.01.2008
U15. Players born on or after 01.01.2010
U13. Players born on or after 01.01.2012
U11. Players born on or after 01.01.2014
Dispensations. Because the football associations in Europe use different
reference dates, the tournament organizer grants dispensation to all teams from
Great Britain for players born on/after 01-09 of the previous year.
Check. The team leader must hand over the list of players on which the player's
name, date of birth and shirt number are stated for each player to the
tournament secretariat before the start of the tournament. All players must be in
possession of an official ID that must be shown at any time. Each player may only
play in one team during the entire tournament.
6. Playing time: All categories: 1 x 25 minutes.
There is no rest and there will be no
substitutions. All matches start with a central start and end signal. The referee
ends the match immediately after the central broadcaster. The first team starts
on side A (see field layout).
7. Placement - group matches.
The ranking is determined by the number of
points. The points are given as follows: win 3 points, draw 1 point and lose 0
points.
If several teams have achieved an equal number of points, the ranking is
determined as follows:
1. goal difference
2. highest number of goals scored
3. Results mutual match
4. Penalties (by 5 players)
Placement – follow-up rounds and finals. In the event of a tie, penalty kicks are
taken according to the rules of FIFA's International Football Association Board.
Only the players who were on the field during the final whistle are allowed to
participate in the penalty kicks.
8. Contest.
Only players who are on the submitted player list are allowed to
participate. In the U11 category you can make unlimited changes, in the other
categories you can make a maximum of 5 changes.
9. U11.
The U11 is played on half a field, regardless of the size of the field.
10. U13/9.
No offside rule applies to U13/9. The game is played from 16 meters to 16
meters or from goal to goal (there is a different line). The sideline of the field is
also the sideline of the competition field.
11. Different uniforms:
If, in the opinion of the referee, the club colours of both
teams differ too little before the start of a match, the first club is obliged to play
in a uniform of different colour or vests.
12. Disciplinary measures.
If a player has been sent off (red card) or has received a
warning (yellow card), the referee will inform the tournament committee
immediately after the match. A player, who has been sent off or has received 2
official warnings, will be excluded for the next match. The tournament
committee will assess each suspension individually and may impose other
penalties if necessary. All reports of misconduct will be sent by the tournament
organizer to the national football association, which will forward these reports to
the relevant other national associations.
In all matches, the result of a match will be void if:
- a team appears more than 3 minutes late at kick-off. The central
broadcaster is leading for the start of the match.
- a team with an ineligible player.
- Due to misconduct by one or more players or supervisors of a team, the
referee decides to stop the match.
The team that is late, that fields an illegal player or the team that causes the
strike loses this match 3-0.
The tournament organization can exclude a team from further participation in the
event of serious misconduct. If this is the case, then all games played by this
team will have a final score of 3-0 for the opponent.
13. Protests.
Protests regarding decisions of the referees are not possible. Protests
related to other matters must be held no later than 15 min. must be submitted in
writing to the tournament committee by the team leader after the match. The
tournament committee also decides on matters not provided for in these rules.
The decision of the tournament committee is binding.
14. Abandoned match.
If a match is stopped due to any circumstance, except due
to misconduct by a team (see article 12), the score at the time of the
abandonment is immediately the final result.
15. Match program.
The tournament committee has the right to change the match
program in case of unforeseen circumstances.
16. Liability.
The participating clubs are responsible for adequate insurance of the
players. The organizers and Euro-Sportring are not liable for personal injury and
loss or theft of property of the participants.
17. Supporters.
Misbehavior by supporters will not be tolerated. In case of serious
misconduct, which will be assessed by the tournament committee, in
cooperation with possibly the referees, the person concerned will be denied
access to the sports park for the duration of the entire tournament. If the
supporter does not comply with the sports park ban, the tournament
organization can exclude the entire team from further participation.
